| | | | | | | | On May 26, CIRANO hosted Nicolas Vincent, External Deputy Governor of the Bank of Canada, for a speech on recent changes in the Canadian labor market. Introduced by Nathalie de Marcellis-Warin, his speech highlighted several trends observed in the Canadian economy. In his remarks, Nicolas Vincent underlined the sharp slowdown in the labor market since the beginning of 2025, with job creation remaining well below last year’s levels and the unemployment rate continuing to rise since the end of 2022. |

| | | On May 27, the closing ceremony for the 2026 Bourstad Competition was held, bringing together nearly 100 participants and guests to celebrate the achievements of the young people who took part in this year’s event. This year, the program saw remarkable participation, with 2,860 young people registered for the 2026 Bourstad Competition and 9,020 participants in the private Bourstad simulations organized during the 2025–2026 school year. In total, 190 teachers and facilitators guided the young people as they explored investing and financial markets. |

| | | Ingrid Peignier attended the Annual Meeting of Partners in the 2025–2035 Bio-Food Policy, organized by MAPAQ in Drummondville. This day of discussions provided an opportunity to take stock of the priorities of Quebec’s bio-food sector and to hear announcements from Premier Christine Fréchette, focusing in particular on strengthening the competitiveness of agricultural businesses and supporting the next generation of farmers. CIRANO has contributed to the Policy’s work for many years, notably through the Quebec Consumer Confidence Barometer on Food, under the direction of Nathalie de Marcellis-Warin and Ingrid Peignier. |

On June 3, CIRANO held a symposium summarizing the second phase of the En avant math! initiative. The event brought together researchers, mathematicians, mathematics educators, teachers, and other stakeholders in the field to present the main findings of the work carried out under this second grant, as well as the numerous initiatives implemented in the field over the past few years. The conference concluded with the announcement of renewed government support for the initiative. The Quebec budget includes a $1.5 million investment for the 2026–2029 period to continue En avant math!, a joint initiative led by CIRANO and the Centre de recherches mathématiques (CRM) at the Université de Montréal. |

| | | | | This longitudinal study examines how the work experience varies according to the intensity of teleworking and the support received in the workplace. The analyses are based on data collected from employees at 11 organizations at three points over a three-year period; 2,105 people took part in the final wave. The results show that the intensity of remote working, taken in isolation, has little influence on attitudes. When it comes to hybrid working, it is not so much the number of days spent working remotely each week that makes the difference, but rather the quality and suitability of the support provided. |

| Physician well-being is a crucial element not only for the practice of family medicine but also for the performance of the health care system. Family medicine in Quebec faces major challenges, including declining retention, a shortage of family physicians, and a lack of attractiveness of the profession. In 2023, the Table nationale de concertation sur la valorisation de la médecine de famille was established with the mandate to develop a plan to bring together all measures needed to enhance the value of family medicine practice and ensure their coordination. | This report provides an overview of the history of the Act to promote the development and recognition of workforce skills in Quebec and compares it to what is being done in other provinces to encourage worker training. The law has had a substantial positive effect on the likelihood of providing in-company training. Recent data also show that Quebec has caught up with other provinces in terms of work-related training. Training subsidy programs used in other provinces appear to have many administrative and enforcement problems and certainly do not dominate the system used in Quebec in terms of their impact on training. | This paper argues that Canada has reached a tipping point in the evolution of its digital governance: the conditions are now in place to move from sectoral intergovernmental cooperation towards a coordinated capacity for action based on public data interoperability and the responsible adoption of artificial intelligence (AI). Building on the precedent set by the 2025 federal-provincial-territorial (FPT) cybersecurity agreement concluded in Kananaskis, the analysis shows that securing systems is only the first step. The full value of digital investments now depends on governments’ ability to enable the secure, governed, and targeted circulation of data across jurisdictions. (…) |

| The inherent complexity of the tourism industry has led to the emergence of numerous ecolabels or environmental calculators, which frequently suffer from a lack of rigour, transparency, and standardisation, thereby hindering the clear identification of more sustainable offerings. To address these challenges, this study proposes a four-step systematic method for applying a modular multidimensional framework to assess eco-efficiency in tourism systems. By decomposing the complexity of tourism systems into distinct modular components, the framework facilitates a systematic evaluation and flexible configuration with standardised eco-efficiency factors. | This study examines retirement‑transition behavior among Quebecers aged 55 to 74, separately by sex and worker type (employees versus self‑employed). We estimate multinomial logit models using Statistics Canada’s Longitudinal Administrative Databank (LAD) to quantify the determinants of these behaviors. Results indicate that moves between worker types after age 55 are rare, and transitions between employment statuses almost always lead toward retirement. Many Quebecers, however, extend their careers via part‑time work, sometimes for more than five years. (…) |
