Julien Martin and Florian Mayneris, CIRANO Researchers and Fellows, recently co-authored an analytical note published by the Montreal Council on Foreign Relations (MCFR). In this piece, the authors explore the economic and political foundations of the trade measures implemented by the United States since the beginning of the year.
They highlight the capacity of a large economy such as the United States to influence global trade dynamics, particularly when several partners — including the European Union, the United Kingdom and Japan — opt for bilateral negotiations rather than retaliatory tariffs. This situation, they argue, provides Washington with considerable leeway to reshape aspects of the international trading system.
